44. On the same date 12 stamps of 20 pfen-
nings each were obtainable at the German Post Office.

46. I do not know if the Government will
think proper to have this pointed out to the German and French
Administrations through the Central Swiss Administration
but the fact remains that these Post Offices in Shanghai are
selling stamps to the public for International Postage below
their proper face value.
47. Some time ago the Director of the In
perial Chinese Post Office wrote to the Postmaster General here that one of the Shanghai Administrations had offered to supply stamps at a discount of 30%.
48. This was denied by the various Ad- '
ministrations but the 13 stamps sold by the French Post Office for one dollar is not far off the 30% discount.
49. At 30% discount one would get a frac-
tion over 14 for a dollar but it may be that, as for the cost
of 100
